migration: update k8s.gcr.io references to registry.k8s.io

Fixes #4780. This PR updates the pause image pull logic in \infra/gcp/bash/lib_gcr.sh\ and the architectural labels in \diagram.svg\ to use
egistry.k8s.io\ instead of \k8s.gcr.io.
