Floats @heroku/mcp-server 1.2.9 -> 1.2.13 (which requires zod ^4.6.7, pulling zod 3.25.76 -> 4.6.7 and clearing the zod high GHSA memory exhaustion) and node-forge 1.4.0 -> 1.4.2 (clearing GHSA-86w9-cpqp-85rv). Regenerated from main's lockfile so the net change is exactly these three packages; opentelemetry node count unchanged (66).
