ci(release): sign the NGC image and attest SBOM and OpenVEX with cosign - #614
Signs the Topograph release image with keyless Sigstore cosign and attaches a CycloneDX SBOM and the OpenVEX document as signed attestations, verified in the same run. Closes#595.
Retargeted to NGC, and slimmed down.#572 moved release images to NGC: docker.yml builds on a manual dispatch from a vX.Y.Z branch and pushes to the NGC staging repository, and the approved image is promoted unchanged to nvcr.io/nvidia/topograph/topograph. Nothing goes to GHCR any more. This pull request is rebuilt on that flow as a single commit, and the earlier design (two composite actions, a platform resolver, a per-digest VEX binder, an identity regexp checker and a bash test harness with about 30 fixtures) is replaced by four steps in docker.yml and one test file. It needs a fresh review.
When it runs. Only for a dispatch from a vX.Y.Z branch, the release build RELEASE.md describes. A dispatch from any other ref still publishes the image and its actions/attest provenance to staging, but is not signed.
What it publishes, on the staging image, as OCI referrers:
Evidence
Digest
cosign signature
Index
SLSA provenance (actions/attest, unchanged)
Index
OpenVEX, .openvex.json as committed, when it exists
Index
CycloneDX 1.6 SBOM
Each platform manifest
docker.yml changes
provenance: false on the build, so the index no longer carries BuildKit's unsigned unknown/unknown attestation manifests next to the actions/attest provenance. gh attestation verify keeps working.
Decide whether to publish release evidence: true only for a vX.Y.Z branch.
Install cosign (sigstore/cosign-installer v4.1.2, cosign-release: v3.1.3) and Install Syft (anchore/sbom-action/download-syft v0.24.3, Syft v1.54.1), both SHA-pinned.
Resolve platform manifests: reads the pushed index with docker buildx imagetools inspect --raw and requires exactly one manifest per platform in PLATFORMS; BuildKit attestation entries never match.
Sign the image and attest SBOM and OpenVEX:
Syft scans each platform from the registry (registry:<image>@<digest>) as CycloneDX 1.6, and each SBOM must name the digest it describes.
.openvex.json, when present, must be an OpenVEX document.
Only then are the SBOMs attested to the platform manifests and the VEX document to the index, and the index is signed last, so a run that fails part way never leaves a signed index with evidence missing.
Every cosign call uses --yes --new-bundle-format=true and a timeout. cosign and Syft reach NGC through the credentials docker/login-action already stores with NGC_API_KEY.
Verify signature and attestations: cosign verify and verify-attestation for provenance, OpenVEX and each SBOM, against the exact identity of the run, https://github.com/${GITHUB_WORKFLOW_REF}, so there is no identity regexp in the workflow. Each verified statement must name the digest it was verified on.
PLATFORMS is defined once; each job permission has a comment; no permission was added.
Tests..github/tests/docker-release.test.mjs runs the new steps under the existing workflow test harness (workflow-tests.yaml), with PATH shims for docker, syft, cosign and timeout, so nothing reaches a registry or Sigstore. Its 10 tests cover:
the release gate;
the platform lookup, including missing and duplicated platforms;
the publish order, ending with the signature;
that an invalid SBOM or VEX document publishes nothing;
the exact verify identity;
a mismatched attestation subject;
the SECURITY.md ClusterImagePolicy pattern, which must accept docker.yml on a vX.Y.Z branch and nothing else.
Docs
SECURITY.md gains a "Container image signature, SBOM, and OpenVEX" subsection under "Verifying Release Artifacts", against nvcr.io/nvidia/topograph/topograph, with the exact per-release identity (docker.yml@refs/heads/vX.Y.Z) and a ClusterImagePolicy sample. The vulnerability reporting route is unchanged.
RELEASE.md: the build step notes the signing, promotion now says to copy the image together with its OCI referrers, and released components, quality gates, verification and troubleshooting cover the new evidence.
DEVELOPMENT.md and CHANGELOG [Unreleased] are updated.
Depends on promotion. The signature and attestations live as OCI referrers of the staging image's digests. They verify against nvcr.io/nvidia/topograph/topograph only if NVIDIA's promotion copies those referrers along with the image, as the RELEASE.md promotion step now asks. helm-release.yaml already attaches the chart checksum with oras attach --distribution-spec v1.1-referrers-api, so the staging registry accepts referrers; whether promotion carries them is the open point, and the RELEASE.md verification step says how to tell.
Open question for maintainers. As #595 proposes, this signs the index with cosign sign as well as attesting. Signing lets a plain cosign verify, and admission policies such as the ClusterImagePolicy sample, work without knowing predicate types. Dropping it is a small follow-up if you would rather rely on attestations alone.
Verified locally.node --test '.github/tests/**/*.test.mjs' passes (48 passed, 1 skipped as before), and actionlint with shellcheck is clean. The signing path itself runs only on a real release dispatch.

📝 Summary
Summary by CodeRabbit
New Features
Docker images built from vX.Y.Z release branches are signed and promoted to NGC after verification.
Release images include verified SLSA provenance and CycloneDX SBOM attestations for each platform. When an OpenVEX document is available, it is attested to the image index.
Documentation
Updated release and security guidance with instructions for verifying image signatures and attestations, and deploying images by verified digest.
The Docker workflow now signs image indexes and publishes platform-level CycloneDX SBOM attestations for dispatches from vX.Y.Z branches. It publishes OpenVEX on the index when .openvex.json exists, verifies the evidence, and documents image promotion and verification.
Changes: Docker image signing and attestations
Layer / File(s)
Summary
Release gate and image build .github/workflows/docker.yml, CHANGELOG.md
The workflow enables evidence steps only for dispatches from vX.Y.Z branches. It builds linux/amd64 and linux/arm64, disables BuildKit provenance, and retains the separate SLSA provenance action.
Platform digest resolution and evidence publication .github/workflows/docker.yml, .github/tests/docker-release.test.mjs
The workflow requires one digest for each configured platform. It validates and publishes CycloneDX 1.6 SBOMs, publishes OpenVEX on the index when present, and signs the index after attestations publish. Tests cover branch gating, digest lookup, and publication behavior.
The workflow verifies the index signature, SLSA provenance, optional OpenVEX, and each platform SBOM against the release workflow identity and expected digest. Tests check verification and identity matching.
Release and security guidance RELEASE.md, SECURITY.md, CHANGELOG.md, DEVELOPMENT.md
The documentation describes evidence scopes, verification commands, promotion of OCI referrers, and an admission-policy example. The changelog and development guide summarize the workflow updates.

Explanation
The title "ci(release): sign the NGC image and attest SBOM and OpenVEX with cosign" names the primary change: keyless cosign signing of the release image and CycloneDX SBOM and OpenVEX attestations in the Docker release workflow. It matches the changeset, which modifies docker.yml, release docs, and adds release-evidence tests.
Full details: Description check
Explanation
The description states that the PR adds keyless Sigstore cosign signing and attaches a CycloneDX SBOM and OpenVEX document as attestations, verified in the same run. It also details the docker.yml steps, the new test file, and the SECURITY.md, RELEASE.md, DEVELOPMENT.md and CHANGELOG updates. It is directly related to the changeset.
Full details: Out of Scope Changes check
Explanation
The workflow changes implement image signing, SBOM and OpenVEX attestations, provenance handling, and verification. The tests exercise those release-evidence steps. The SECURITY.md, RELEASE.md, DEVELOPMENT.md, and CHANGELOG.md changes document the same evidence and NGC promotion flow. No unrelated runtime or product change is shown.
Full details: Linked Issues check
Explanation
Issue #595 is open and has active coding requirements. The workflow declares only workflow_dispatch and enables evidence only for a vX.Y.Z branch. It does not implement the issue's official tag-push path or release-X.Y dispatch path. The workflow attests OpenVEX to the image index, while #595 requires OpenVEX verification for each platform digest. The issue also specifies reusable composite actions for the shared steps and Dependabot coverage for those action directories; this PR keeps the steps inline. The SBOM attestations, index signature, provenance, same-run verification, tests, and related documentation satisfy the corresponding requirements.
Resolution
Update #595's required release modes and evidence targets in code and tests, or obtain an issue-scope change before merge. Add official tag and release-X.Y handling, bind and verify OpenVEX for each required platform digest, and provide the reusable composite actions with Dependabot coverage if those issue requirements remain active.

Comment @coderabbitai help to get the list of available commands.
The empty-platform premise is refuted. resolve_platform_digests rejects an empty platform list before it reads the registry, so an empty set does not reach the index-signing step through this helper. The proposed guard would duplicate a check that already exists.
The helper's own comment says it "fails closed" (.github/actions/oci-platform-digests.sh, lines 14-21). The empty-list check is at lines 37-41: IFS=',' read -r -a wanted <<<"${platforms_csv// /}" builds the array, and if [[ "${#wanted[@]}" -eq 0 ]] prints no platforms given and returns 1. An empty or whitespace-only platforms value produces an empty array, so the function returns 1 before it prints any digest lines.
The comment's own first step asked for this check, and the result contradicts its premise. The inspected action.yml was not read, so I did not confirm that the caller stops when the helper returns 1. That caller behavior would be a separate question, and the comment does not establish it.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Require an image-manifest media type for each platform digest.
If a platform entry points to a nested OCI index, this branch returns the nested index digest as a platform manifest digest. OCI permits nested indexes in manifests, so the platform and digest checks do not exclude that input. The evidence actions can then target the nested index rather than its platform image manifest. Reject non-image child descriptors, or resolve them to image manifests, before returning the digest. (github.com)

Thanks for this. Because the index is signed only after every per-platform SBOM and VEX attestation is published, a signed release image can't ship with gaps in its evidence.

Release images go to NGC: docker.yml builds on a manual dispatch from a
vX.Y.Z branch and pushes to the NGC staging repository, from which the
approved image is promoted unchanged to nvcr.io/nvidia/topograph/topograph.
For that build, attest a CycloneDX 1.6 SBOM from Syft to each platform
manifest and the repository's OpenVEX document (.openvex.json, when
present) to the index, sign the index with keyless cosign last, and
verify all of it against the exact identity of the run
(GITHUB_WORKFLOW_REF) before the run succeeds. Builds from any other ref
are not signed.
Every SBOM is generated and checked before anything is published, and
the index is signed only after every attestation, so a failed run never
leaves a signed index with evidence missing.
Build with provenance: false, so the index lists only the two platform
manifests; the signed provenance from actions/attest is unchanged.
The steps live in docker.yml, and .github/tests/docker-release.test.mjs
runs them under the workflow test harness with shims for docker, syft
and cosign. It also checks the ClusterImagePolicy pattern in SECURITY.md.
Document verification against the promoted image in SECURITY.md and
RELEASE.md, including that promotion must copy the image's OCI
referrers.

Description
Signs the Topograph release image with keyless Sigstore cosign and attaches a CycloneDX SBOM and the OpenVEX document as signed attestations, verified in the same run. Closes #595.

Nothing goes to GHCR any more.
