Handle a repeat publication of the same chart version.
A second manual run packages the same chart version and attempts to push it again. NGC rejects an existing chart version, so a publication retry fails. Check the published version before pushing. Skip an identical version, and report a mismatch rather than treating it as a successful retry. (raw.githubusercontent.com)

Align the published chart with the release image.
The packaged chart defaults to ghcr.io/dsx-ai-factory/topograph, but the Docker workflow publishes new release images to nvcr.io/nvstaging/topograph/topograph. A new chart version can publish successfully while its default image cannot be pulled. Update the chart’s default image repository before publishing it to NGC. If that NGC image requires authentication, document the required imagePullSecrets configuration. (raw.githubusercontent.com)

Thanks for carrying the new nvcr.io/nvidia/topograph/topograph default through the chart tests, snapshots and install docs in one pass.
The Docker and Release Helm Charts workflows now publish through the ngc-publish environment with NGC_API_KEY (helm cm-push replaces the gh-pages index), and the tas-lab demo pulls a published image instead of building one from the checkout. The Helm checksum verification in SECURITY.md is still commented out behind its TODO, so that section needs a follow-up once NGC has a place for the .sha256 file. #614 and #612, opened since, add cosign signing and OCI chart publishing on ghcr.io/dsx-ai-factory/topograph, while this moves both artifacts to NGC, so the two release plans need reconciling, whether that means signing on nvcr.io or publishing to both registries.
- Deleting
RELEASE.mdleaves bothSECURITY.mdlinks to it dangling (the release procedure here and the one under Supported Versions), along with five inGOVERNANCE.md: release authority, version format, cadence, and the published-artifact locations at lines 277 and 317 that the deprecation policy relies on. Either keep a trimmedRELEASE.mdfor the NGC flow or repoint those references in this PR; lychee only checksdocs/**, so CI will not catch them. TOPOGRAPH_IMG_TAG defaults to v1.1.0, which is not published: the newest tag is v1.0.0, nvcr.io/nvidia/topograph/topograph:v1.1.0 returns 404, and the tas-lab*.yaml models from #580 are in no released image, so a default setup/topograph.sh install fails at docker pull. Keeping the build-from-checkout path as the default, or as the fallback when no tag is set, keeps the lab working until a release that embeds these models ships.

policies consistent with each other and with the governance requirements.
- Around line 151-152: Define “cutting a release” consistently as publication:
clarify the release-manager restriction in the governance release

Review comments at @RELEASE.md:

`release.yml` workflow so a tag push cannot publish artifacts before approval.
Retain `workflow_dispatch` for manual runs, and gate manual publication on

Needs changes: 2 blocking issues.
SECURITY.md:86: This verification cannot pass for any image the Docker workflow builds: its provenance will always name a release-* branch, never refs/tags/vX.Y.Z. The chart command at line 98 has the same problem..github/workflows/helm-release.yaml:17: The ngc-publish environment that now guards NGC_API_KEY has no required reviewers, allows admin bypass, and nothing restricts who can create release-* branches or v* tags.
Notes
Question, not a request for this PR: since nvcr.io is OCI 1.1, could the chart also be pushed as OCI (helm push oci://nvcr.io/..., built into Helm 3.8+, no plugin) alongside cm-push? That gives the chart a registry digest for actions/attest push-to-registry and future cosign signing, the same as the image, and would remove the tag-pinned helm-push plugin. NGC's docs only show cm-push and ngc registry chart push, so I don't know whether NGC serves OCI charts. Second question: release.yml's gates (tag format, Chart version and appVersion matching the tag, CHANGELOG release notes) go away with it, and RELEASE.md:128-130 moves chart preparation to the internal process; is that process meant to own those checks now?

issue (blocking): The ngc-publish environment that now guards NGC_API_KEY has no required reviewers, allows admin bypass, and nothing restricts who can create release-* branches or v* tags.
Any collaborator with write access (including the external maintainers RELEASE.md:20-21 excludes from releasing) or a stolen write token can push a release-x branch whose own workflow declares environment: ngc-publish and run it. That job receives NGC_API_KEY and can push arbitrary images or charts into the staging org that promotion publishes from, or exfiltrate the key. If NGC_API_KEY is a repository secret rather than an environment secret, a workflow on any branch can read it.
Before the first release through this path: require reviewers on ngc-publish limited to release managers, turn off admin bypass, add a ruleset restricting who can create or update release-* branches and v* tags, and confirm NGC_API_KEY is stored only as an ngc-publish environment secret. The same environment gates docker.yml:21.
There was a problem hiding this comment.
The settings are your call. Two small things so this doesn't get lost if the org opens up:
- docker.yml:35 only checks the version when the ref name starts with
v, so a dispatch frommainor any other branch skips it and pushesmainand short-SHA tags to the staging org. Running the check on every dispatch, and adding the same check to helm-release.yaml, refuses anything but avX.Y.Zbranch. That guards against mistakes, not a write-access user, who can edit the workflow on their own branch. - For that case, a line in RELEASE.md near the release-manager list, such as "before granting write access to anyone outside the release managers, require reviewers on
ngc-publishand disable admin bypass", keeps it from being forgotten.

Tags publish an unapproved rebuild
Pushing the final release tag starts docker-gh.yml, which builds and publishes a fresh image to GHCR. The new release process requires publishing the exact approved image without rebuilding, and RELEASE.md explicitly says tagging does not rebuild artifacts. This extra image is not the one reviewed in staging.
Remove the tag-triggered build, or make any GHCR publication copy the approved image instead.
