Improve ICP MI hostname configuration explanation

Purpose

Port of wso2/docs-mi#2413 to the docs-apim 4.1.0 branch.

This PR will improve the descriptions on MI to dashboard communication and the recommended way to set the configurations.

The page here is en/docs/observe/mi-observe/working-with-monitoring-dashboard.md, and its existing wording uses "the dashboard" rather than "the ICP server", so the ported text has been adapted to match.
