Fix the selected-source-as-completed-scan bug that allowed zero-file folder-only learning submissions. Gate submission on completed, nonempty scans with measurable video bitrate; reject stale previews after rescans and show all measured folder/mode/channel ranges. Regression coverage for pending scans and unreadable videos; packaged verification and privacy tests passed. Release 0.1.28 after merge.
