Should we wait to merge this until we have these pages live or go ahead with them leading to 404s for now, with the intent to fix them in the near term? |

My preference is to publish the updated documentation in one step, simultaneously making the pages available and the links visible. Before the docs are published, I guess the only way to see the links is via viewing the rst files at GitHub. Do we care about that enough to deploy the docs twice? Also, I do not mind postponing the merge of this PR till the final step before the publication, to keep the time window for 404 short. |

Documents the supported version of the specification.
Updates the links to the latest oneDPL specification using its expected new location. The links are external in order for them to work properly within the guide published at intel.com
Also corrects the links in release notes in accordance with the expected new location of the library guide.
