I did notice a few of the caches failed, but in reviewing various resources online, that may be expected with the upgrade in the cache action version. Subsequent cache actions should pass and lead to quicker-ending CI tests. Otherwise, I'm content to push this into the top of the repo. |

This PR addresses #226 by updating the Github Actions versions in the CI tests to their latest versions, all of which appear to work with Node.js 24 (needed with the upcoming deprecation of Node.js 20).
