Summary
Adds a DebugMemArbiter to multiplex access to the scratchpad debug port.
Routes the DebugModule through an arbiter instead of directly to memory.
Motivation
Prepares the design for adding Serial TileLink as an alternative bring-up/communication path without modifying the core.
