BlockSupportsPeras currently misses a forgeVote method. In IntersectMBO/ouroboros-consensus#1829 we introduced it, but this PR never made it into main.

Having a forgeVote method is definitely required for plumbing the components together (especially for the voting thread), and it would be consistent with IntersectMBO/ouroboros-consensus#1829 and the committee methods introduced in IntersectMBO/ouroboros-consensus#1974
