Jamaican numbers with 407 prefix return invalid

Some, if not all, Jamaican phone numbers with a 407 prefix get returned as invalid when checked using IsValidNumber(). Running a sample number through https://libphonenumber.appspot.com/phonenumberparser does return valid information.

Edit: I'm using version v1.2.1 of ttacon/libphonenumber
