fix(migration): reject battery gas_payer for v3/v4 source wallets - #948

Battery and gasless both relay owner-signed internal messages, which only v5 supports. The v5 check guarded gasless only, so v3/v4 + battery fell through to relayFunded=false and returned a self-paid plan with HTTP 200.
