build(omarchy): point the recipe at v0.4.28, record the release - #39

The PKGBUILD builds v0.4.28 (pkgver and the tag tarball's checksum only). PR.md names 0.4.28 and the omarchy-pkgs master the validators last passed against (c9e0d94); the packaging README records the builds on both architectures, the validator run and #2022 at 2901d1c; docs/arch-omarchy.md and specs/release.md name the version the recipe builds. todo/todo.md and session/2026-11-04-release-0428.md record the release and its verification, and the Homebrew formula committed in the tap, to be pushed and tested.

The Arch recipe builds v0.4.28 (pkgver and the tag tarball checksum only). It was built and tested in Docker on aarch64 and x86_64, and the omarchy-pkgs validators pass against their master c9e0d94. omacom/omarchy-pkgs#2022 moved to 0.4.28 (fork branch at 2901d1c). Records the v0.4.28 release and its verification (SHA256SUMS, provenance online and by bundle, tampered file refused, darwin binary version, installer URL). The Homebrew formula is committed in the tap (c35175f) and marked in progress until it is pushed and tested.
Security: the release was built and attested only by the Release workflow; the recipe and the formula pin the tag tarball checksum.
