feat: add optional valid_until to wallet_strk20Balances - #408

Let a dapp request how long its authorization to read shielded balances stays valid, so a multi-step flow (e.g. a swap) can re-query balances without prompting the user each time. The field is optional, so this is non-breaking: when it is omitted the wallet applies its own default window. The timestamp schema is inlined rather than defined as a shared component, matching how block header timestamps are declared in api/starknet_api_openrpc.json.
