SNOW-2378114: `snow snowpark package create` should not require login

Description

snow snowpark package create tries to login to Snowflake, which should not be necessary, and was not always the case. version 2.3.0 did not do this and packages were being created without any problems

Context

We are running this command in CI and do not need to set up a connection to Snowflake just to create the zip file. Because of this issue, we are stuck on version 2.3.0
