docs(howto): verifier quick start - trust an issuer via go-trust - #80

Adds a PDP-backed quick start for getting a verifier to accept one issuer's credentials (etsi cert_bundle, whitelist variant for JWKS-only issuers), with a wallet-free PDP check, the failure case and a troubleshooting table. Adds docs/howto/verifier-quickstart.md (PDP-backed, etsi cert_bundle path plus whitelist variant, wallet-free PDP check, failure case, troubleshooting). Also: states which verifier path enforces signature/issuer trust (OIDC /authorize path not enforced, SUNET/vc#761), fixes go-trust healthcheck (/healthz rejects HEAD), uses GHCR image tags that exist, adds container-uid note for mounted key/secrets files.
Pre-existing build warnings: two broken ./verifier#verifier-configuration anchors (not touched).
