The repo is public and cannot call the private rubas/ci reusable workflows. The review workflow is now a copy of rubas/ci claude-review.yml with the same OIDC token fetch and no GitHub secrets. The security stub is gone: ci.yml already runs zizmor (pedantic) and cargo-deny advisories; a shellcheck step covers install.sh.

changed the title
secrets.rubas.dev resolves to a private address. ubuntu-latest cannot reach Infisical; the incus runners can. The same-repo guard keeps fork PRs off the pool.
