Add a user guide ingestion pipeline that fetches Reactome /userguide pages, chunks them by section, and embeds them into Chroma via embeddings_manager.
Add a user guide RAG and wire intent-based routing in React-to-Me so how-to/UI questions go to userguide and biology questions stay on reactome.
Update safety and rephrase so website how-to questions are in scope and not rewritten as pathway queries; fix citation URLs by passing canonical source URLs into RAG context.
