Add optional proxy support for URL uploads

Summary

• Add an optional proxyServer configuration for server-side URL uploads.
• Apply the proxy only to the PHP stream-wrapper path when cURL is unavailable.
• Preserve the existing direct behavior when no proxy is configured.
