Adiciona validação no cadastro e edição de falta/atraso para impedir que atrasos sejam salvos com quantidade de horas ou minutos negativa.
A validação mantém a regra existente de obrigatoriedade dos campos para atraso e centraliza a checagem em um método reutilizado por Novo e Editar.

Não foi possível rodar php -l neste ambiente porque PHP não está instalado no Windows nem no WSL disponível.
