This PR adds Academic Certificate Manager for OJS to the PKP Plugin Gallery.
The plugin generates PDF certificates for reviewers, authors, and editors, including reviewer certificates, article acceptance certificates, author publication certificates, editorial contribution certificates, a My Certificates page, batch issuance, QR/public verification, multilingual UI support, and configurable A4 landscape certificate templates.
Compatible with:
Release packages are attached to GitHub Releases and MD5 checksums are included in plugins.xml.
