(intel#265) Preparations for gprofiler rootless mode * Added run_in_ns_wrapper to only run in namespace when root is detected. * Added is_root function (and removed from gprofiler in related commit). Simplified run_in_ns_wrapper and removed it from proc_events. * Removed check for windows in is_root and added lru_cache decorator
