Recreating pull request(paritytech/polkadot#7658) to new repo.

Consider adding following relay chain bootnodes running on bare metal at Bangkok.

The bootnode check for the CI is not imported yet, but it is on the TODO list.

had to redeploy bootnodes only realizing after that had not backed up its key during first deploy.
