Adds EIP-8250 keyed-nonce validation and dependency tracking to Reth’s frame-transaction pool, with conservative one-pending-frame-per-sender reservations. It also exposes payer and per-frame results through simulation. This PR targets feat/eip8141-frame-transactions and pins the matching upstream commits.
