Important
Depends on #3392. This branch is stacked on that PR's head commit. Until #3392 merges, the diff below also includes its 5 files (issuer_config.py, metadata.py, helpers.py, and their tests). Once it lands I'll rebase and the diff will show only the attestation changes.
