Add data from 2023, tweak docs, serve from GitHub

In this pull request, multiple things are done.

1. The data from 2023 is added, since there were quite some changes in Thuringia inbetween
2. I added a pipeline, so the files are served from github directly. A staging version can be seen in my repo or on geodata.bw-im.de
3. Updating some docs, the readme and the config files

I struggled a bit with serving the files from root. I therefore just redirect the traffic from / to /src in the pipeline. May not be ideal, but works!

The new dataset uses the ARS (I think "amtlicher Regionalschlüssel"). I therefore switched the selection and export of the data to use ARS instead of RS. For consistency, I also use RS now in the destatis thingy.
Export and selection works therefore now again
