feat: add ESP32-P4 Function-EV hardware port

本 PR 添加 ESP32-P4 Function-EV 硬件适配，包括：

• ESP32-P4 RISC-V 架构与 HAL 集成
• Function-EV 板级初始化和 defconfig
• 32 MB PSRAM
• UART、GPIO、PWM、I2C、SPI
• RTC、Watchdog
• SPI Flash 和 SmartFS
• MIPI-DSI、EK79007AD LCD、RGB565 framebuffer
• GT911 触摸
• SC2336/V4L2 相关适配

已完成构建、JTAG 校验和 UART0 运行验证。
摄像头业务目前仅保留适配和调试边界，未作为第一阶段产品功能启用。
