[DSD-10353] [DSD-10645] Remove duplicate ISSUE_TEMPLATE directory to use org-level templates

Removes the local .github/ISSUE_TEMPLATE directory so this branch falls back to the revamped org-level issue templates defined in mosip/.github.

This repo currently overrides the org defaults with its own duplicate templates, which means it never picks up the newer AI-assisted bug/story issue forms maintained centrally.
