Create agent.md file for all repositories #10670

User Story

As a repository maintainer, I want every active repository to contain a standardized agent.md file, so that AI coding assistants and contributors have consistent repository-specific guidance for development, code review, testing, and contribution workflows.

Description

Several repositories currently do not contain an agent.md file. The absence of this file results in inconsistent guidance for AI-assisted development, making it difficult for coding agents and contributors to understand repository conventions, project structure, coding standards, testing expectations, and contribution workflows.
A standardized agent.md should be added to all applicable repositories to improve developer experience, ensure consistency across the ecosystem, and enable AI coding assistants to generate repository-aware suggestions.

Scope

Create an agent.md file for each of the following repositories:
mosip-config
partner-management-services
performance-test-scripts
mds-testing-kit
partner-management-portal
pre-registration-ui-old
mosip-automation-tests
android-registration-client
android-camera-mds
nfiq
keycloak
hsm-ref-impl
tusd-server
mosip-onboarding
resident-ui
migration-utility
mosip-compliance-toolkit
mosip-compliance-toolkit-ui
mosip-utilities
mock-smtp-sms
esignet-mock-services
mosip-sdk
esignet-signup
security-tools
compliance-toolkit-batch-job
compliance-toolkit-testcases
esignet-plugins
mock-android-match-sdk
esignet-config
esignet-artifactory
esignet-infra-cloud
inji-infra-cloud
ida-auth-sdk
mosip-gendermag
mosip-labs

Deliverables

  • Create a repository-specific agent.md file for each listed repository.
  • Ensure the document follows the standard MOSIP agent.md template and structure.
  • Include repository-specific guidance where applicable, such as:
    - Repository overview and purpose
    - Technology stack
    - Build and test commands
    - Coding standards and conventions
    - Project structure
    - Development workflow
    - Pull request and contribution guidelines
    - Repository-specific considerations and best practices
  • Place the agent.md file in the repository root.

Acceptance Criteria

  • An agent.md file exists in every repository listed in the scope.
  • Repository-specific information is validated and accurately documented.
  • The document is reviewed and approved by the respective repository maintainers where applicable.
  • AI coding assistants can utilize the repository guidance consistently across all repositories.
