Enabling ID Repository easy to deploy locally #1619

Enable the ID Repository for easy local deployment by eliminating the need to deploy all dependent services. This includes completing the Post microservice merge as part of the existing consolidation issue, creating WireMock implementations for all required dependent services, and updating the automation to support the simplified local deployment and execution flow.

Key deliverables:

• Enable ID Repository deployment in a local environment.
• Create WireMock services for all required dependencies.
• Update automation to support the new local deployment setup.
• Validate that ID Repository can be executed locally without deploying its dependent services.
