To use CHT, a user ultimately needs a deployed CHT instance. To use the builder today, they need a developer environment, the required toolchain, and a local cht-conf project before they can see the first screen.
This ticket requests that we run the editor in the browser, so that anyone with access can build a real CHT configuration without installing anything.
