Downloadable product config added in GraphQL storeConfig

Description (*)

Downloadable product config exposed in GraphQL storeConfig query, so headless storefronts can read downloadable options (guest checkout disable, shareable, links/samples title, open links in new window).

Fixed Issues (if relevant)

1. Fixes Downloadable product config is not available in GraphQL storeConfig query #41055

Manual testing scenarios (*)

1. Go to Stores > Configuration > Catalog > Downloadable Product Options and set some values (eg. Disable Guest Checkout if Cart Contains Downloadable Items, Default Sample/Link Title)
2. Run GraphQL query:

  storeConfig {
    downloadable_disable_guest_checkout
    downloadable_shareable
    downloadable_links_target_new_window
    downloadable_samples_title
    downloadable_links_title
  }
}

3. Verify response returns the same values configured in admin
4. Change any of the above config and run query again to confirm updated values
