Can not build using Cmake

Hello guys, I just install tensorflow 1.9 from source using CUDA 9.0 Cudnn 7.0.5.
After that I use bazel to build the so file. However when i tried to run cmake command to build the project. I have this error.

I would like to ask, do i have to install cuda 8 and install tensorflow again ?
