Add dynamic endpointing

[rosetta-livekit-bot]

Summary

• Port dynamic endpointing from Python agents with adaptive min/max endpointing delays.
• Wire endpointing into voice recognition for user and agent speech timing.
• Add matching endpointing coverage and a changeset.

Testing

• pnpm --filter @livekit/agents build:types
• pnpm test -- --run agents/src/voice/turn_config/endpointing.test.ts agents/src/voice/turn_config/utils.test.ts agents/src/voice/agent.test.ts
• pnpm --filter @livekit/agents lint (warnings only, existing repo warnings)

Notes

• pnpm --filter @livekit/agents api:check currently fails before this change is analyzed because API Extractor reports unsupported existing export * as syntax in dist/index.d.ts.

Added a small refactoring to align more to python behavior. Otherwise LGTM, locally verification produces meaningful results.
