[F-001] Keep all CodeQL phases on one release

init at line 40 and autobuild at line 45 still run v4.37.3, but this line runs analyze at v4.37.9. init writes a versioned configuration; v4.37.9 rejects configuration produced by another action version, so the job aborts before analysis and result upload.

Pin init, autobuild, and analyze to cdf488f595d80d6e07e03d4674febd5ab45fa938 in the same update.
