Pulse Extension in RX DBF of EAP

This quick PR adds the following features to the elevation antenna pattern formation modules:

• Include total pulse duration in forming RX DBF pattern in a simple way. This leads to some improvement in relative radiometric performance when EAP is ON in RSLC, in particular, at near range due to more sensitivity of time to EL angle in onboard DBF process.
• Add an optional feature to discard TX phase toggling when synthesizing the TX BMF pattern as part of EAP. This comes in handy for testing and debugging of antenna pattern reconstruction and relative radiometric analyses. The default is OFF, so no impact on regular science ops.
