Expanding which groups are considered participants of IOI

Current list of IOI participants in the Regulations do not include Host Committees, task authors, and Beta Testers. We feel that they deserve to be classified as IOI participants and be recognized with appropriate certificates.

Concretely, proposed changes to Section S5.10, item 1 are):

Issue attendance or contribution certificates to all individuals who participate in or contribute to the IOI, including contestants, team leaders and deputy leaders, guests, observers, volunteers, members of the International and Host Committees, task authors, and Beta Testers.

The current pull request refers to the Host Technically Committee and I think that this is the only mention on the HTC in the regulations. I think that the HTC should be defined next to the HSC.
