Compares two designs for passing endorser-block transactions to forgeBlock, for #1107:

• Pass the endorser-block transactions to forgeBlock IntersectMBO/ouroboros-consensus#2377: the forge loop selects the endorser-block part and passes it as a second list.
• Alternative to #2377: pass the mempool snapshot to forgeBlock IntersectMBO/ouroboros-consensus#2397: forgeBlock gets the whole mempool snapshot.
