Adding a simple nonce place holder in a meta tag to support nonce injection.

How to Test

Do a normal admin build of this PR, then use this PR to test with the backend changes supporting this PR.

Build the binary and run BOUNDARY_DEV_UI_PASSTHROUGH_DIR={build location} boundary dev.
