[codex] require authenticated Brave browser QA

Summary

• Moves Network browser QA guidance onto a dedicated branch separate from the existing local map/design WIP.
• Updates root and website Claude guidance so local QA must use authenticated Brave via Codex or Claude Code Chrome/Chromium extension paths.
• Adds a policy checker and guard scripts so isolated ui:verify / browser proof cannot be reported as authenticated local QA.

Validation

• bun run check:browser-verification-policy
• bun run agentic:browser-proof exits non-zero locally with authenticated Brave/Codex/Claude guidance, as intended.
• CI=true bun scripts/require-authenticated-browser-qa.mjs

Note: full bun run agentic:check was not rerun successfully inside the temporary clean worktree because that temp worktree did not have dependencies installed for modern-web-guidance; the scoped policy and guard checks passed.
