fix: prevent duplicate worker dispatch#61

When the bench workflow retries breeder creation (transient API errors), the controller was dispatching a second worker for the same breeder. Now checks if a breeder with the same name already exists before creating. Co-Authored-By: cherusk <10729954+cherusk@users.noreply.github.com>
