Centralize pymavlink wire-byte fixtures and expected TelemetryState patches in packages/shared so browser framer, shared dispatch, and node-mavlink can be regression-tested against the same golden bytes in CI. Co-authored-by: Cursor <cursoragent@cursor.com>
