buildForTesting without deviceId succeeds but advertises no follow-up step - `src/mcp/tools/device/build_device.ts:195-216`
When buildForTesting is true and deviceId is omitted, the build produces test products but neither next-step branch runs, so the successful prepared-test build silently advertises no follow-up action.
