We would like to use the owm publish script on notes with low flash too. As the former placement in the luci-package pulled a lot of luci dependencies on install, we move this into its own package.
The current form of this package does not serve a useful purpose. Thus deleting it from the feed.

Deletes the lua-package in which owm.sh was placed. This should be merged, once the new package proved working and transition was successful:
