This PR made block submitting work with the new contract with data availability. It also include some minor improves:
Induce options which enable block_submitter work under "manual" mode, i.e. the process only submit only one block and exit. So developer can work with a more controllable way.
Induce dry-run and verify mode for verifying blocks immutably.
Also induce new "block_verifier" which work with the underlying Verifier contract. This should make the debugging and testing on circuits and verifer more convenient.
