- add reusable-workflow wrappers (rubocop/coverage/codequality/docs measure+pr, docs-deploy) plus prepare-release/release/publish and dependabot, mirroring fluence-gateway-auth - main.yml runs the spec suite across Ruby 3.2-4.0 - add supporting dev tooling: undercover, reek/flog/flay, yardstick, with .yardstick.yml and cliff.toml - annotate the public API with @api/@return/summary so yardstick hits 100% (threshold 95); SimpleCov now emits the undercover report

Summary
Brings filterable's CI in line with the other Fluence gems (mirrors
fluence-gateway-auth). Wires the centralized reusable workflows fromfluence-eu/ci-workflowsfor lint, coverage, code quality, docs and therelease/publish pipeline, plus the supporting dev tooling and the public-API
doc annotations the docs check expects. No Appraisal multi-Rails matrix for now
(can be added later in a dedicated PR).
