The old Jenkins pipeline is dead, we don't need this any more. (FA staff: the new CI packaging workflows are in GHES under flightaware/adsb-packaging)

This doesn't do the full packaging since github doesn't have a suitable runner for that out-of-the-box, but it does at least verify that everything builds against the ubuntu versions that are available as runners.
Also clean up the old Jenkinsfile since that infrastructure is going away soon.
