Update ENS Name Registration to Use Latest Public Resolver on Sepolia

Currently, when registering ENS names on Sepolia, the system sets the resolver to an outdated address (0x8FADE66B79cC9f707aB26799354482EB93a5B7dD).

According to the ENS documentation, the latest public resolver address on Sepolia should be:

0xE99638b40E4Fff0129D56f03b55b6bbC4BBE49b5

Expected Behavior:

• Newly registered ENS names on Sepolia should default to the latest public resolver address (0xE99638b40E4Fff0129D56f03b55b6bbC4BBE49b5).

Actual Behavior:

• ENS names are currently being set to an outdated resolver address.
• (0x8FADE66B79cC9f707aB26799354482EB93a5B7dD).

Steps to Reproduce:

1. Register a new ENS name on Sepolia.
2. Check the resolver address for the name.
3. Observe that it is not set to the latest public resolver.

Suggested Fix:

• Update the registration logic to set the resolver to the latest public resolver address on Sepolia.
