fix(workflows): check only main PRs and retry null mergeability and failed comments in conflict-check - #672
Part of #626. Fixes the valid review findings on #640, which merged with them unanswered.
conflict-check.yaml now lists only PRs whose base is main, so a PR targeting another branch is not told to update from main. A null mergeable is read again after 5 s and 10 s (at most 15 s per run) before being left for the next run. The comment carries a hidden marker, and a labeled, conflicting PR with no marker comment since the label went on gets it on the next run, so a failed comment is retried. The amended CHANGELOG bullet says "open, non-draft pull requests that target main".
Addresses #640 threads 4393307096, 4393346304, 4393346312, 4393346317, 4394132213, 4394265691; 4393346293 is covered by #627.
Testing: node --test '.github/tests/**/*.test.mjs' gives 46 pass, 1 skip; all 12 mutants of the fix are killed. Both actionlint runs are clean, zizmor findings match main, and make license-header-check passes.
…omment recovery
dsx-ai-factory#640 merged with three gaps its review threads found: open PRs that target
another branch are checked against that branch but told to update from
main; a PR whose mergeable is null is never read again in that run; and a
comment that fails after the label went on is never retried, because the
label alone stops the next run from commenting.
These tests pin the fixed behaviour. pulls.list must ask for base main.
A null mergeable is read up to three times, waiting 5 s then 10 s through
a fake setTimeout, so no test sleeps. The needs-rebase comment carries a
hidden marker, and a labeled, conflicting PR with no marker comment since
the label went on gets the comment on the next run, once. The fake now
keeps state in the fixtures so one test can run the script twice.

…ailed comments
Three findings from dsx-ai-factory#640's review threads, which merged unanswered:
- pulls.list now asks for base main. A PR targeting another branch was
checked against that branch, then labeled and told to update from main.
- A null mergeable is read again after 5 s and 10 s. Before, the run that
saw null was the only one until main moved again, so a newly conflicting
PR could stay unlabeled. The waits are shared by every PR still unknown,
so a run waits at most 15 s in total, well inside timeout-minutes.
- The comment carries a hidden marker, and a conflicting PR that already
has the label gets the comment unless a marker comment was created at or
after needs-rebase last went on. A failed createComment used to leave the
label as false proof that the author was told. The label still goes on
first, so a missing label fails the job before any comment; comparing
against the latest labeled event keeps a comment from an earlier conflict
from counting for a new one.

The dsx-ai-factory#640 CHANGELOG bullet sits under [Unreleased], so no release shipped
the behaviour it describes. It said the check covers all open pull
requests, but it skips drafts and now also PRs that target another branch.
Amend that bullet to say so and to name the retried null mergeability and
the comment recovery, rather than adding a Fixed bullet for a bug no
release had. CONTRIBUTING.md tells authors that PRs targeting another
branch are not checked.

… comment paging
Three parts of the comment check had no test that fails when they break.
The marker comment counts when it was created in the same second as the
needs-rebase label, which is the usual case given GitHub's 1-second
timestamps; turning >= into > would post a second comment on most
conflicts. With no needs-rebase labeled event, any marker comment counts.
And comments are read past the first page, so a PR with more than 100
comments still finds its marker. Each case fails under the matching
mutant of conflict-check.yaml and passes on it as it is.

Summary
Summary by CodeRabbit
Behavior Changes
Conflict checks now apply only to open, non-draft pull requests targeting main.
When mergeability is undetermined, the check retries after 5 and 10 seconds. If it remains unknown, it logs the result without changing labels.
For conflicting pull requests, the check adds the needs-rebase label and posts a comment; it avoids duplicate comments and retries commenting on a later run if needed. Cleanly merging pull requests have the label removed.
Documentation
Updated the changelog and contribution guidance to reflect the conflict-check behavior.
The conflict-check workflow now targets open, non-draft pull requests based on main. It retries unknown mergeability results and checks label-event and comment history before posting marked conflict comments. Tests and documentation cover these behaviors.

Summary
Pull request selection and mergeability retries .github/workflows/conflict-check.yaml, .github/tests/conflict-check.test.mjs, CHANGELOG.md, CONTRIBUTING.md
The workflow lists open pull requests targeting main and skips drafts. It retries unknown mergeability after 5- and 10-second waits, then defers unresolved pull requests. Tests cover filtering, retries, and later-known results. Documentation describes the scope and retry behavior.
Conflict label and comment reconciliation .github/workflows/conflict-check.yaml, .github/tests/conflict-check.test.mjs
The workflow uses label-event and paginated comment history to determine whether a marked comment was posted for the current needs-rebase label. Tests cover failed comment retries, comment timestamps, pagination, and existing labels.

The workflow now checks only PRs targeting main, retries unknown mergeability, and uses marked comments to retry failed notices.
The conflict check only checks pull requests aimed at main.
Unknown mergeability gets two more reads before the check leaves it alone.
A labeled pull request gets a conflict comment if its current conflict has no notice.

Old notices get repeated
notified() ignores successful comments from the previous workflow because they have no MARKER. On the first run after this change, still-conflicting PRs already labeled and notified by that workflow get another author mention for the same conflict. Recognize the previous bot comment text when checking the current conflict, and add a test for that upgrade path.

Retargeted PRs get wrong advice
The retry loop decides which PRs qualify before waiting. If a pending PR is retargeted away from main during a wait and then returns mergeable: false, reconcile() still labels it and tells its author to update from main. The added waits widen this window. Recheck pr.base.ref, pr.draft, and pr.state before queuing another read or changing the PR, and test a PR that changes during a retry.

Count only workflow-authored comments as notifications.
If another commenter posts the marker after needs-rebase is applied, notified returns true even when the workflow's comment failed. The next run then skips the author notification. Check the comment author as well as its marker and timestamp; the comment API supplies the author in user. (docs.github.com)

Recheck the pull request before changing it.
If an author retargets a pending pull request away from main during the retry waits, pulls.get returns its new base, but reconcile can still label it and tell the author to update from main. Later runs exclude that pull request, so the incorrect label can remain. Check the fetched base, draft, and state before acting on mergeable. GitHub permits base-branch and draft-stage changes while a pull request is open. (docs.github.com)
