fix(helm): verify existing NGC Helm charts before reusing versions - #98
Conversation
This will add `ngc-duplicate: verify` to the shared Helm publishing actions so retries can reuse a published version after checking its downloaded contents. The existing publisher treats a failed NGC version lookup as absence and attempts an upload that can then fail with `already exists`. That lookup behavior and the separate status check came from [shared-action PR dsx-ai-factory#5](dsx-ai-factory#5), were adopted by [NICo PR #393](dsx-ai-factory/infra-controller#393), and remained in the pin selected by [NICo PR #865](dsx-ai-factory/infra-controller#865). The recent failures occurred with unchanged action code; what triggered the increase in NGC conflicts remains unknown. With `verify`, the publisher requires a fresh exact-version lookup and compares the downloaded chart before reusing it. A failed upload can recover through bounded readback only when the contents match; lookup errors, mismatches, and invalid charts fail. Live NGC recovery still needs validation with CI credentials because local authentication failed. NICo adoption follows separately by updating its action pin and selecting `verify` together. ### Key Deliverables - Add verified reuse to both Helm publishing actions while preserving the default `skip` policy and existing valid policy choices. - Compare all packaged files, ignoring archive metadata and `Chart.lock.generated` timestamps while retaining dependency and lock-content checks. - Return publication failures directly from the publisher so the composite action reports the current invocation's result. - Document the verification prerequisites, retry behavior, and `push-skipped` output. Across sources, 6 confirmed defects, 13 distinct test-proof gaps, and 4 documentation corrections were addressed; no actionable candidate remains unresolved.

CodeRabbit CLINo actionable candidates. common-nits-reviewerNo actionable candidates. Optional suggestions and general questionsCodex supplied 4 optional suggestions and 3 questions; Claude supplied 23 optional groups and 4 questions, with one overlapping Claude topic. Useful comment/argument refinements were incorporated; broader refactors, extra retry/normalization modes, and speculative hardening remain optional. Questions about legacy-policy scope, prerequisites, archive checks, CLI behavior, and PR history are resolved in the implementation, documentation, and retained evidence. Hosted reviewOne additional candidate was declined: recursive dependency-archive normalization. Real Helm packages expand dependencies into directories; retained package comparisons accept rebuilt contents and reject changed values. This repeats the disproved local D01 premise and is outside the four-source counts above. Coordinator closureTargeted tests, lint, and real Helm checks passed. Closure additionally found and fixed acceptance of an invalid lock timestamp by requiring Helm to load both archives. No independent reviewer rerun is claimed. Live NGC recovery remains unverified because local authentication failed; NICo adoption is separate. |

- Line 72: Update the chart comparison flow around chart_contents and

comparing them, ignoring archive metadata while preserving dependency content
and Chart.lock checks. Add a regression test proving equivalent nested archives
with different timestamps compare equal.

Looks good to me, thanks! The comparison and publisher tests pass. NICo still needs the action update and a live NGC run.

Just adding an extra note, this is confirmed example where verify fixes the issue: https://github.com/dsx-ai-factory/infra-controller/actions/runs/40978248588/job/123837506764 . Instead of failing when version already exists, it would have checked the contents and passed the job. |
